TheFuse relay is located in the fuse box under the hood ( drivers side), for future users looking for it. The fuse/relay is #1 for the radiator fan ( if you look under the lid). I pulled it and the fan stopped. Once I placed it back in the fan kept going. I pulled it out again and placed it back in and now the fan is not running.
CoolingFan Relays and Fuses. The Low and High fan control circuits are separate from the ICE module all the way to the fan motor. The cooling fan Low (20-amp) and High (30-amp) relays are located in the engine compartment relay tray, and labeled on the lid of the box. The two fan fuses (30A and 40A) are in the same location.

Iguess they aren't in play here. The P0480 is for "Cooling fan 1 control circuit". See the service manual pages on the pictures above. It is talking about a "control relay" as opposed to the low speed or high speed relay. It's talking about "remove the radiator fan control relay".
